مساومات أميركية روسية بشأن سورية؟
The Syrian file was not strongly present in the statements of US Presidents Joe Biden and his Russian counterpart Vladimir Putin after their summit last Wednesday in Geneva. However, it is clear that the Syrian regime and its President Bashar al-Assad attended the Russian-American table, along with other files related to the Syrian issue. Contrary to Russia’s brief statements about what was discussed in Syria, Biden said during a press conference that he was asked why he has continued problems with Assad, adding, “Because of his (Assad) violation of international standards and the Chemical Weapons Treaty. He cannot be trusted.” Biden also announced that he discussed with Putin “the urgent need to maintain and reopen the humanitarian crossings in Syria so that we can get food and basic necessities to people who are starving to death.”Following the meeting, a senior US official, who preferred to be named, said in statements to reporters that Putin did not make any commitment to Biden regarding not obstructing the extension of the mechanism for bringing aid into Syria during the meeting. He pointed out that the discussion on Syria, Afghanistan and Iran took a long time, and that the relations between Russia and his country in Syria would be tested with regard to extending the aid delivery mechanism or not. And whether Biden received a clear answer from Putin in this regard, the official replied, “No,” adding: “There was no commitment, but we made it clear that this is a matter of great importance to us, and if there is a desire for any additional cooperation on Syria, in the first place The first is that we have to see an extension of the humanitarian crossing.”
On this, a member of the political body in the opposition National Coalition, Abdel Majeed Barakat, said that the opposition knows that there are regional and international issues and major problems between Russia and the United States that took the most time from the meeting, adding in an interview with Al-Araby Al-Jadeed: The summit gives greater international momentum to the Syrian file, and restores it to its international position as a priority or among the priorities, and that this summit crystallizes a real international will to push for a Syrian solution.Subsequently, the decision of the US Treasury Department to ease sanctions on three countries, including Syria (the regime), to allow the delivery of special aid to combat the Corona virus, which reinforced the validity of expectations that suggested the possibility of Washington making concessions in humanitarian files to the Russians, in exchange for passing the extension of the aid entry mechanism Humanitarian aid to Syria at the Security Council on the tenth of next month, in light of fears that Russia will use its veto to block the renewal of the mechanism.
Easing sanctions, allowing the delivery of aid related to the Corona virus, means swaps for humanitarian files, which means that political files are still far from barter, at least for the time being, and that the political solution for the Americans remains on the previous perception, i.e. within the international umbrella and according to Resolution 2254.

Barakat pointed out that “there are important aspects that should have been addressed in the Syrian issue during the summit, foremost of which is pressure to implement a political solution and implement international resolutions, and for the United States to have a firm position before the Russians and their ally Assad to control aggressive military behavior and curb the attacks of the regime, Russia and Iran.” against civilians, in addition to the humanitarian file, especially as we are facing an important task regarding the extension of the mechanism for entering aid into the Security Council.” He expressed his fear that the Syrian file would turn into a bargaining chip between countries, especially between the United States and Russia, and that it would be an open file without specifying a timetable for its resolution, to be the focus of settling accounts between countries, especially between Moscow and Washington, to resolve outstanding international and regional issues. between them.

Abdel Nour revealed information that he received from the American decision-making circles about what happened in the meeting between Putin and Biden regarding the Syrian issue, that “Putin remained committed to Bashar al-Assad and defended him vigorously, and offered Biden great facilities for the United States in Syria with what looks like a blank check, nor Especially with regard to reassurances towards Israel from the regime.”
He pointed out that Putin was carrying a message from Assad in this regard, that is, Israel’s security and understanding on the issue of borders and the Iranian presence near it. He stressed that during the meeting, Putin stressed the possibility of Assad’s commitment to expel Iranian militias from the country, and to prevent the import of high-precision weapons used by Iranian militias and Hezbollah in Syria, in order to limit their threat to Israel’s security. It is expected that the Biden administration will resort to more pressure on Russia and the regime if Moscow obstructs the mechanism for bringing aid into Syria.
In this regard, Syrian journalist and researcher Ayman Abdel Nour, residing in Los Angeles, conveyed information about a positive atmosphere regarding the Syrian file in the meeting, from the point of view of the American proposal, and the commitment to the United States’ constants regarding the Syrian issue. In an interview with Al-Araby Al-Jadeed, Abdel Nour indicated that the Biden-Putin summit was preceded by a meeting between employees in the US administration who were concerned with setting an agenda for the summit, with people and actors from the Syrian community in the United States, and he was among them, noting that the conversation centered on On three points, the first is that Syria should be an independent file and not attached to the Iranian file so that it is not affected by it in any way. The second is to clarify the American expression used lastly: “Changing the regime’s behavior, not overthrowing it.” Pointing out that the Americans explained to them that this is related to legal procedures and that the use of the term toppling the regime leads to problems between Congress and legal departments and the administration, so the use of the term “regime behavior change” is used only in the media. As for the third matter that the Americans raised in the meeting with Syrian personalities, it is that the US administration, although it is not in a hurry or obliged to end the Syrian crisis, yet it sees that this crisis has prolonged and taken a lot of time, and that many officials who occupied positions in Barack Obama’s administration They are also present within the current administration feeling remorse about what happened in Syria, and consider that the killing of half a million Syrians would not have happened had Obama firmly used the red line.

He stressed that Biden’s answer to this proposition was not limited only to the meeting, but we saw it in the press conference and his saying that Assad is a person who cannot be trusted. Abdel Nour indicated that Biden pays great attention to humanitarian aspects and cannot be drawn into temptations of this kind, and he is not necessarily forced, but he may resort to bargains and cooperation with the Russians regarding humanitarian files, especially extending the mechanism for entering aid into the Security Council, while providing Promises to take measures to alleviate the living problems of Syrians in regime-controlled areas and to deliver humanitarian aid to them. He concluded that Putin could not obtain political gains in favor of the Syrian regime, despite the presence of people in the US administration willing to sell Syria’s file to Russia in exchange for American gains in the Iranian nuclear file. Abdel Nour confirmed that after the meeting, the US State Department received instructions to form a multidisciplinary working group to follow up on the implementation of what was agreed upon in the meeting between Putin and Biden, including with regard to Syria, noting that this makes it easier for Syrian influencers in the United States to know what will be worked on, and even influence In one way or another, by submitting proposals to implement the outputs related to Syria, due to the positive relationship between the community and the US State Department Based on this, he expressed his optimism about positive results on the Syrian file, which may not be quick but important, he said
